In this rapidly changing era, talent has become the core driving force behind social progress and industrial upgrading. As the operational head of Haikou Longhua Talent Home, Haikou International Talent Home, and the Fu’an "Seasonal Migrant" Talent Workstation, I have personally witnessed and participated in the development and growth of these three comprehensive talent service platforms. Built on a model of government-enterprise collaboration and shared resources, these platforms provide all-round services for talents and represent an innovative achievement in the development of talent services. These three platforms are not only exemplary models of government-enterprise cooperation but also vivid practices in our exploration of new pathways for talent services and the revitalization of social dynamism.
As the head of a talent service platform, my initial decision to work in this field stemmed from my firm confidence in the development of the Hainan Free Trade Port and a deep recognition of the importance of talent. I understand well that talent is the core force driving economic and social development, and the construction of the Hainan Free Trade Port requires a large number of high-quality professionals. Therefore, I hope that through my efforts, I can provide excellent services for talented individuals, attract more of them to Hainan, and contribute to the development of the Free Trade Port.
From the perspective of a talent service professional, I am pleased to share this journey of serving development and serving talent.
Building a Platform to Gather Global Expertise: We have developed the "Talent 3+N" service model, integrating resources to create a comprehensive platform that facilitates talent aggregation, academic collaboration, and application of research outcomes. Through the coordinated efforts of Haikou Longhua Talent Home, Haikou International Talent Home, and Fu 'an's "Migratory Bird" Talent Workstation, we provide diversified services tailored to diverse talent needs. Our mission is to attract and nurture talent while fostering seamless connections between professionals, enterprises, policies, and market demands. By continuously optimizing service processes and enhancing quality, we have successfully attracted top-tier talents worldwide—including foreign academicians and returnee experts—who have injected new vitality into Hainan Free Trade Port's development. Over the years, we have recruited over 500 "migratory bird" talents and more than 200 foreign professionals, among whom over 40% hold master's degrees or higher, including more than 10 foreign academicians and seven recipients of the State Council Special Allowance.
II. Deepening Exchanges to Promote Cultural Integration
Against the backdrop of globalization, cultural exchange and integration have become vital forces driving social progress. As the head of a talent service platform, I am deeply honored to participate in and advance this process. Over the past few years, we have organized over 100 Chinese-foreign talent exchange events, with more than 3,000 participants. These include major events such as the "Welcome the Lantern Festival" tea party for foreign friends in Haikou and the Haikou Spring Festival Gathering for Foreign Experts. These activities have not only deepened mutual understanding between Chinese and foreign talents but also fostered cultural exchange and integration. I strongly feel that through such a platform, talents from different cultural backgrounds can learn from and interact with one another, growing together.
At the "Welcome the Lantern Festival" tea party, foreign friends experienced making tangyuan (sweet glutinous rice balls) and solving lantern riddles, gaining a deeper appreciation of traditional Chinese festival culture while making friends from around the world and strengthening bonds of friendship. The Haikou Spring Festival Gathering for Foreign Experts brought together foreign experts from various industries, where they shared their work and life experiences in Hainan and showcased diverse cultures through discussions and performances. Additionally, regularly held themed salons and cultural lectures invite experts and scholars to explore cultural differences and international cooperation, providing a platform for intellectual exchange, promoting mutual cultural understanding and integration, and injecting new vitality into Hainan’s cultural exchanges.
Looking ahead, we will continue to organize a wide range of diverse and enriching exchange activities, making cultural exchange a bridge connecting different countries and nations, and cultural integration a force driving social progress. We believe that through our efforts, the Hainan Free Trade Port will become a harmonious and culturally diverse home for all.
III. Incubating Dreams and Empowering Innovation and Entrepreneurship On the fertile ground of Hainan Free Trade Port, brimming with opportunities, every individual with dreams represents a valuable asset for us—a fact we fully recognize. Accordingly, we have established multiple specialized incubation programs tailored to different talent profiles, including three sessions for foreign entrepreneurs, one session for international live-streaming hosts, and one skills training program for senior professionals. Our goal is to provide comprehensive and in-depth support to those aspiring to realize their innovation and entrepreneurship aspirations within this dynamic environment.
The incubation program's curriculum integrates theory and practice, covering enterprise management, market analysis, and financial planning, taught by industry experts to ensure a solid theoretical foundation. Practical courses enable entrepreneurs to test business plans and refine models in simulated market environments. Policy interpretation and market analysis help entrepreneurs understand policy directions and identify trends. We also emphasize mindset development, fostering resilience through coaching and team activities. By pooling resources and establishing an entrepreneurial ecosystem, we provide one-stop services to accelerate project development. We firmly believe that through these efforts, every entrepreneur can realize their dreams and build a successful future within the free trade port.
IV. Building a Comprehensive System to Enhance Talent Potential To fully leverage the role of talent, we are committed to establishing an integrated system encompassing talent recruitment, incubation, support services, and technology commercialization, fostering deep integration between talent, projects, industries, and bases. We have innovatively developed the "Talent + Project (Industry) + Base" model, which has successfully facilitated the transformation and implementation of technological achievements such as the anthocyanin-enriched purple corn project. Purple corn cultivation bases have been established in areas including Zuntan Town, Haikou City, and Tian'an Town, Dongfang City, not only promoting the integration of primary and secondary industries but also boosting the development of village collective economies and injecting new momentum into rural revitalization.
To leverage the potential of professionals while guiding them to utilize their expertise for community service and social contribution, thereby achieving dual growth in personal fulfillment and social responsibility, we established a volunteer service team composed of experts from healthcare, education, technology, culture, and other fields. These professionals dedicate their skills and passion to community initiatives, delivering knowledge and services across various sectors through public lectures, free health consultations, and cultural outreach programs. In educational support, we engage specialists to provide career planning and academic guidance to students, fostering innovative thinking, and have organized two months of the "Shining Stars" English Interest Program for children alongside a summer calligraphy and painting event titled "Ink Washes Children's Hearts, Brush Strokes Toward the Future." In healthcare, we collaborate with leading medical institutions to form a service alliance, inviting specialists to offer health consultations and free medical services to residents.
The activities of the Talent Volunteer Service Team not only generate positive societal impacts but also enable participating individuals to achieve personal growth and enhance their self-worth through service.

Not only have we introduced advanced international management practices and technologies, but we have also actively showcased the unique advantages and development opportunities of the Hainan Free Trade Port to the world. These collaborations have not only enriched our service offerings and enhanced service quality, but have also injected new momentum into the international development of the Hainan Free Trade Port.
Through international cooperation, we can better understand the demands and trends of the global market, providing more precise guidance and services for enterprises in the Hainan Free Trade Port. At the same time, we also offer international talents a platform to learn about and enter the China market, facilitating the global flow and optimal allocation of factors such as talent, technology, and capital.
We firmly believe that by continuously strengthening international cooperation, we can contribute greater wisdom and strength to the prosperous development of the Hainan Free Trade Port, while also making positive contributions to global sustainable development.
VII Media attention and strong public response: With the launch of a series of innovative services and cultural exchange initiatives, we have not only attracted extensive media coverage but also earned high praise from the public. National and local media outlets such as Xinhua News Agency, Hainan Daily, and Haikou Daily have focused on our work, providing in-depth coverage of our incubation achievements and cultural exchange activities, highlighting the open-mindedness and innovative vitality of the Hainan Free Trade Port. To date, we have received over 60 reports from national media outlets and more than 200 reports from provincial and municipal media outlets.
On social media and online platforms, the public has responded enthusiastically to events such as our "Welcoming the Lantern Festival" tea party for foreign friends in Haikou and the New Year fellowship event for foreign experts in Haikou, actively sharing their experiences and impressions. After being reported by China News Network, the events garnered over 1 million views. The in-depth exchanges and cultural presentations among experts during these events have sparked profound reflections on talent exchange and cooperation from an international perspective, enhancing understanding of the development opportunities presented by the Hainan Free Trade Port.
Furthermore, the successful implementation of the Foreign Talent Entrepreneurship Incubation Program and the Live Streamer Incubation Program demonstrates our commitment to fostering entrepreneurship among foreign professionals and enhancing their professional skills, garnering significant international attention. This not only underscores our emphasis on and support for global talent but also provides robust social backing and public momentum for advancing the Hainan Free Trade Port's internationalization strategy.
VIII Continuous Learning to Enhance Personal Competence As a talent development professional, I am fully aware of the mission and responsibilities I bear. In this era of rapid knowledge updates and continuous technological advancement, I firmly believe that only through ongoing learning can one adapt to evolving circumstances and meet the demands of talent services. By participating in various training programs, seminars, and professional exchanges, I continuously broaden my perspectives and update my knowledge base. Simultaneously, I place great emphasis on accumulating practical experience; by reflecting on and summarizing challenges and issues encountered in daily work, I strive for self-improvement. I am convinced that only through persistent learning and growth can one better understand talent needs and deliver more precise and effective services.
