在第42个教师节到来之际，“封关启新，师遇自贸”主题活动在海口举行。来自意大利、新加坡、爱尔兰、英国、南非等多国的6名外籍教师、教育专家齐聚海南英雅盛彼德学校，分享在琼工作生活的真切感悟，讲述选择扎根海南、与自贸港共成长的动人故事。

As the 42nd Teachers’ Day approaches, the themed event “New Chapter upon Customs Closure, Teachers Thrive in the Free Trade Port” was held in Haikou. Six foreign teachers and education experts from Italy, Singapore, Ireland, the United Kingdom, South Africa and other countries gathered at Hainan Enya‑St. Peter School. They shared their genuine insights into working and living in Hainan and told touching stories about putting down roots here and growing together with the Free Trade Port.

2025年12月，海南全岛封关运作全面启动，自贸港政策红利持续释放、人才环境持续优化。依托“零关税”、15%企业和个人优惠税率等核心政策，叠加88国免签入境、外籍人才工作居留“一窗通办、同步发证”等便利举措，海南国际化、便利化人才生态加速成型，对外籍人才的吸引力、集聚力持续攀升。

In December 2025, the full‑island customs closure operation of Hainan was fully launched. Policy dividends of the Free Trade Port keep being unlocked and the talent environment continues to improve. Supported by core policies including zero‑tariff treatment and the preferential 15‑percent tax rate for enterprises and individuals, coupled with facilitative measures such as visa‑free entry for nationals of 88 countries and the one‑window service for foreign talents to apply for work and residence permits with simultaneous issuance of certificates, Hainan is fostering an increasingly international and convenient talent ecosystem. Its appeal and capacity to attract foreign talents keep rising.

深耕海南14年的意大利经济法律学者周纳丹博士，今年顺利取得中国永久居留证。作为海南自贸港E类高层次人才，他可享受租房补贴、购房优惠、子女入学简化等系列专属配套政策。“高层次人才政策体系完善、落地贴心，让我们在海南长期定居、安心发展更有底气。”周纳丹用流利的中文说道。

Dr. Jonathan Zhou, an Italian scholar of economics and law who has worked in Hainan for 14 years, successfully obtained his Chinese Permanent Residence Permit this year. As a Category E high‑level talent of the Hainan Free Trade Port, he is entitled to a package of exclusive supporting policies including rental subsidies, housing purchase preferences and streamlined school admission procedures for his children. “The well‑developed and thoughtfully implemented high‑level talent policy system gives us greater confidence to settle down and pursue long‑term development in Hainan,” Dr. Jonathan Zhou remarked in fluent Chinese.

优质的营商环境、暖心的政务服务、包容的城市氛围，让越来越多外籍教育工作者选择深耕海南、扎根自贸港。据悉，海南英雅盛彼德学校现有外籍教师32名，来自16个国家，硕士及以上学历占比达60%，半数外籍教师在琼工作时长超三年，形成稳定优质的国际化师资队伍。

A sound business environment, thoughtful government services and an inclusive urban atmosphere have prompted a growing number of foreign educators to pursue long‑term careers in Hainan and put down roots in the Free Trade Port. It is reported that Hainan Enya‑St. Peter School currently has 32 foreign teachers from 16 countries, 60 percent of whom hold a master’s degree or above. Half of these foreign teachers have worked in Hainan for more than three years, forming a stable and high‑quality international teaching faculty.

英国籍副校长克里斯汀·安妮·达夫纳回忆，初到海南的24小时，清新的环境、温暖的人文氛围让她瞬间心动。从外籍人才工作许可精准指导、就医驾考双语便民服务，到日常出行的细致保障，全方位、精细化的涉外服务，让她能够全身心投入教育教学工作。

Christine Anne Daphna, the British‑born Vice Principal, recalled that within her first 24 hours in Hainan, she was immediately captivated by the fresh environment and welcoming cultural atmosphere. From targeted guidance on foreign‑talent work permits and bilingual convenient services for medical treatment and driving tests, to thoughtful support for daily travel, the comprehensive and refined foreign‑related services allowed her to devote herself whole‑heartedly to education and teaching.

克里斯汀·安妮·达夫纳说，来到海南一年多，她深度融入本地校园，在中外教师互助共进、师生温情相伴中，真切地感受到自贸港包容开放的城市气质。

Christine Anne Daphna said that more than a year after arriving in Hainan, she has fully integrated into the local campus. Through mutual support and joint progress among Chinese and foreign teachers, as well as the warm bond between teachers and students, she has truly experienced the inclusive and open urban character of the Free Trade Port.

南非籍小学英语教研主任克里斯特尔·特鲁特，被海南宜居宜业的生态环境与松弛温暖的生活氛围深深打动。她表示，海南优良的自然生态、舒适的生活节奏，为孩子成长提供了绝佳环境。“这里不只是工作生活的城市，更是让人安心成长、逐梦前行的热土。”一家人在这里收获了满满的归属感与幸福感。

Crystal Truter, South‑African Director of Primary‑school English Teaching and Research, is deeply impressed by Hainan’s eco‑friendly environment suitable for both living and working, as well as its relaxed and warm‑hearted lifestyle. She remarked that Hainan’s sound natural ecology and comfortable pace of life create an ideal setting for children’s growth. “This is more than just a city for work and life; it is a promising land where people can grow with peace of mind and pursue their dreams.” Her whole family has gained a strong sense of belonging and happiness here.

海南大学意大利籍博士安杰洛·马里亚·奇米诺，早已将海南视作第二故乡，他的二儿子在海口出生长大。深耕南洋移民史研究的他坦言，海南自古就有跨域迁徙、开放包容的人文底蕴，这份包容与开放，让外籍人才能够快速融入、扎根成长。新加坡籍专家符积虎十分看好海南发展前景，他表示，海南空间广阔、潜力巨大，自贸港立足长远、蓄力发展，值得长期深耕、携手同行。

Dr. Angelo Maria Cimino, an Italian scholar at Hainan University, has long regarded Hainan as his second hometown. His second son was born and raised in Haikou. Specializing in the history of Nanyang migration, he stated frankly that Hainan has boasted a cultural heritage of cross‑regional migration, openness and inclusiveness since ancient times. Such openness and inclusiveness enable foreign talents to integrate quickly, put down roots and thrive.

Fu Jihu, a Singaporean expert, holds high hopes for Hainan’s development prospects. He noted that Hainan features ample space and huge potential. Taking a long‑term perspective and building momentum for growth, the Free Trade Port is well worth sustained commitment and joint efforts.

近年来，海南持续完善外籍人才全链条便利化服务，覆盖就业、就学、医疗、出行、消费、投资等方方面面。目前全省36家医疗机构开设国际门诊，提供专业化涉外就医服务；全域支持17个国家40多个电子钱包跨境支付，涉外生活便利度持续提升。数据显示，外籍人士在琼工作生活便利满意度较2025年10月提升14.06%。

In recent years, Hainan has kept improving full‑chain facilitative services for foreign talents, covering employment, schooling, medical care, transportation, consumption, investment and many other fields. At present, 36 medical institutions across the province have opened international outpatient clinics to deliver professional foreign‑related medical services. Cross‑border payments via more than 40 e‑wallets from 17 countries are supported throughout Hainan, continuously enhancing the convenience of daily life for foreign residents. Statistics show that foreign nationals’ satisfaction with the convenience of working and living in Hainan has risen by 14.06 percent compared with October 2025.

封关开局启新程，引才聚智正当时。随着自贸港政策红利持续释放、涉外服务体系不断完善，海南正以开放包容的姿态汇聚全球英才，越来越多外籍人才选择扎根椰城、深耕自贸港，在双向奔赴、共生共长中，书写中外交融、逐梦海南的崭新篇章。

As policy dividends of the Free Trade Port keep being unlocked and the foreign‑oriented service system continues to improve, Hainan is embracing global talents with an open and inclusive attitude.
