南海网、新海南客户端9月13日消息（记者陈望）为服务海南自由贸易港涉外人才保障工作，做好在琼外籍人士服务，创新涉外知识科普模式，搭建中外人文交流平台，9月13日下午，“锦线织安全・非遗连世界”外籍人士金融教育暨海南黎锦文化体验活动在海口创意港举办。活动邀请在琼就业生活的外籍专家、外籍人才参与，将金融税务政策科普与黎锦非遗沉浸式体验相结合，实现政策宣讲与文化交流双向赋能。
News from Nanhai Net and New Hainan Client, September 13 (Reporter: Chen Wang) — To support the work of safeguarding foreign‑related talents for Hainan Free Trade Port, optimize services for foreign residents in Hainan, innovate the popularization model for foreign‑oriented knowledge, and build a platform for China‑foreign cultural and people‑to‑people exchanges, the event “Weaving Security with Brocade Threads · Connecting the World through Intangible Heritage” — Financial Education and Hainan Li Brocade Cultural Experience for Foreign Residents was held at Haikou Creative Port on the afternoon of September 13.
The activity invited foreign experts and talents working and living in Hainan. It integrated popularization of financial and tax policies with immersive experience of Li Brocade, an intangible cultural heritage, enabling mutual empowerment of policy outreach and cultural exchange.

随着海南自贸港对外开放持续深化，越来越多外国专家、外籍人才来琼工作生活。外籍群体在资金往来、纳税申报、日常消费等场景存在现实需求，但部分外籍人士对本地金融规则、个税判定标准、自贸港税收优惠政策不够熟悉，存在一定风险隐患。本次活动打破传统单向宣讲模式，把政策知识普及融入非遗体验之中，让外籍人才在轻松友好的氛围中学习实用政策，近距离感受海南非遗魅力。
With the continuous deepening of opening‑up of the Hainan Free Trade Port, a growing number of foreign experts and talents have come to Hainan to work and live. Foreign residents have practical needs in scenarios such as fund transfers, tax filing and daily consumption. However, some foreigners are not fully familiar with local financial rules, personal income tax assessment criteria and preferential tax policies of the Free Trade Port, which brings potential risks. Breaking the traditional one‑way presentation model, this event integrates policy popularization into intangible‑heritage experiences. It enables foreign talents to learn practical policies in a relaxed and friendly atmosphere and get first‑hand experience of the charm of Hainan’s intangible cultural heritage.

活动现场配备双语讲解服务。在“锦线织安全”专题课堂上，授课老师结合真实案例，围绕外籍人士在琼高频金融消费场景，讲解账户使用、风险识别、反诈防骗等金融安全知识，帮助外籍嘉宾熟悉本地金融环境，提升财产风险防范意识。
Bilingual interpretation services were available at the event site. In the special session “Weaving Security with Brocade Threads”, instructors cited real‑life cases and focused on high‑frequency financial consumption scenarios for foreign residents in Hainan. They explained financial‑safety knowledge including account usage, risk identification, and anti‑fraud measures, helping foreign guests get familiar with the local financial environment and raise their awareness of property‑risk prevention.
金融课堂结束后，由海口市税务局相关负责人开展外籍个人所得税政策专题宣讲。授课围绕税收居民身份判定规则、个人所得税九大税目及适用税率、2026年9月1日起实施的外籍个人股息红利个税新规、海南自贸港高端紧缺人才15％税负封顶优惠四大模块展开细致解读。重点讲解以183天为核心的税收居民判定标准，区分居民个人与非居民个人不同纳税义务；解读最新政策要求，讲解自动享受税收优惠与主动申报两种办理途径，现场答疑外籍人才在个税申报、政策享受过程中的实际困惑，补齐外籍人才在琼工作生活政策信息短板。
Following the financial session, relevant officials from the Haikou Municipal Tax Service delivered a special presentation on individual income tax policies for foreign individuals. The presentation offered detailed interpretations covering four major modules: the rules for determining tax‑resident status, the nine categories of individual income and their applicable tax rates, the new individual income tax rules on dividends and bonuses for foreign individuals effective September 1, 2026, and the 15‑percent cap preferential tax policy for high‑end and urgently‑needed talents of the Hainan Free Trade Port.
It focused on the 183‑day benchmark for tax‑resident status, distinguishing different tax‑payment obligations between tax residents and non‑tax residents. It explained requirements under the latest policies and illustrated two ways of accessing tax preferences: automatic entitlement and voluntary filing. Officials answered on‑site practical questions raised by foreign talents regarding individual income tax filing and policy application, filling gaps in policy information for foreign talents working and living in Hainan.
政策科普环节结束后，活动转入黎锦非遗分享与手作体验。黎锦非遗讲师为在场外籍嘉宾带来专题分享，介绍被誉为 “中国纺织活化石”黎锦的悠久历史、传统织造技艺，解读人形纹、大力神图腾等特色纹样背后的黎族民俗故事，展示黎锦文创产品，讲述这项古老技艺的当代活化传承之路。
Upon the conclusion of the policy‑popularization session, the event moved on to Li Brocade intangible‑heritage sharing and hands‑on experience. A lecturer specializing in Li Brocade intangible cultural heritage gave a special presentation to the foreign guests present. The lecturer introduced the long‑standing history and traditional weaving techniques of Li Brocade, known as “a living fossil of Chinese textile art”, interpreted Li ethnic folk stories behind distinctive patterns such as human‑figure motifs and the Great God totem, displayed Li Brocade cultural‑and‑creative products, and talked about how this ancient craft is revitalized and inherited in modern times.

在黎锦书签DIY手作体验环节，工作人员分发布料、书签胚体、装饰辅料，非遗讲师现场示范制作技巧。外籍嘉宾亲手挑选黎锦特色纹样，搭配设计、粘贴装饰，制作属于自己的黎锦文创书签。大家互相展示作品，分享创作感受，围绕黎锦文化开展热烈交流，在指尖实践中感受海南民族文化之美。
During the DIY hands‑on session for Li‑Brocade bookmarks, staff distributed fabrics, bookmark blanks and decorative accessories, while the intangible‑heritage lecturer demonstrated production techniques on‑site. Foreign guests selected distinctive Li‑Brocade patterns, designed layouts and applied decorations to create their own unique Li‑Brocade cultural‑creative bookmarks. Participants showed their works to one another, shared their creative experiences and engaged in lively exchanges about Li‑Brocade culture, appreciating the beauty of Hainan’s ethnic culture through hands‑on practice.
参与活动的外籍人士表示，本次活动既有金融、税务实用政策干货，及时讲解了刚刚落地的股息红利税收新规以及自贸港人才税收红利，又可以亲手体验海南非遗，既解决了日常工作生活的政策困惑，也加深了对海南本土文化的理解。
Foreign participants commented that the event delivered practical and substantive knowledge on finance and taxation, with timely explanations of the newly implemented tax rules on dividends and bonuses as well as the tax incentives for talents under the Free Trade Port policy. Meanwhile, the hands‑on experience of Hainan’s intangible cultural heritage helped them resolve policy‑related doubts in their daily work and life, and deepened their understanding of local Hainan culture.
据了解，本次活动立足自贸港外籍人才现实需求，将政务服务科普与中华优秀传统文化传播有机结合，既为在琼外籍人才送去接地气的政策服务，也搭建起中外人文交流的友好桥梁，进一步提升外籍人才对海南自贸港的认同感与归属感，助力优化海南涉外人才服务环境。
It is understood that tailored to the actual needs of foreign talents in the Free Trade Port, this event organically integrates government‑service popularization with the dissemination of fine traditional Chinese culture. It not only delivers down‑to‑earth policy services to foreign talents residing in Hainan, but also builds a friendly bridge for people‑to‑people exchanges between China and other countries.
