近日，首届“聚四方之才·海南自贸港人才周”启动仪式在海口举办。为深化“人才周”海口系列活动，扎实推进外事为民走基层工作，持续提升政务服务国际化水平，优化涉外营商环境，助力海南自贸港建设，5月13日，海口市政务涉外英语口语培训班在市政务服务中心正式开班。
Recently, the inaugural "Talent Week of Hainan Free Trade Port: Gathering Talents from All Directions" was launched in Haikou. To further enhance the series of events under the "Talent Week" initiative, advance grassroots outreach programs focused on serving citizens through foreign affairs work, continuously improve the internationalization of government services, optimize the foreign-related business environment, and support the development of Hainan Free Trade Port, the Haikou Municipal Government Foreign Affairs English Oral Training Program officially commenced at the Municipal Government Service Center on May 13.
本次培训由海口市外事办公室、海口市科学技术和工业信息化局、海口市营商环境建设局联合主办，“海口Yeah”海口国际人才志愿服务团承办，是推动外事资源下沉、服务关口前移的重要举措，旨在把专业外事服务延伸到政务服务一线，以窗口涉外能力提升带动城市国际化服务水平升级，为外籍人才在海口工作、生活、创业提供更加专业、便捷、贴心的政务服务。培训紧扣政务窗口涉外服务实际需求，聚焦自贸港政策咨询、政务礼仪及生活服务等高频场景，采用外教主讲＋场景模拟＋互动实操的实战化教学模式，突出实用性、针对性与可操作性，帮助参训人员快速掌握政务服务常用英语口语，提升涉外沟通与服务能力。
This training program was jointly organized by the Haikou Municipal Foreign Affairs Office, the Haikou Municipal Bureau of Science, Technology and Industrial Information Technology, and the Haikou Municipal Business Environment Construction Bureau, and implemented by the "Haikou Yeah" International Talent Volunteer Service Team. It represents a key initiative to extend foreign affairs resources to grassroots levels and advance service delivery at the front line, aiming to bring professional foreign affairs services directly to government service interfaces. By enhancing the capacity of service windows to handle international affairs, it seeks to elevate the city's international service standards and provide foreign talents with more professional, convenient, and attentive government services for working, living, and starting businesses in Haikou. The training closely addresses practical needs in cross-border services at government offices, focusing on high-frequency scenarios such as free trade port policy consultation, official etiquette, and daily life support services. It employs a hands-on teaching approach combining lectures by foreign instructors, scenario simulations, and interactive practice sessions, emphasizing practicality, relevance, and applicability to help participants quickly master essential English communication skills for government services and improve their foreign-related communication and service capabilities.
开班环节上，项目负责人姜欢围绕培训目标、课程体系、教学安排及考核方式作全面介绍，系统讲解政务涉外服务英语的核心内容、实操训练路径与学习提升要求，让参训人员清晰把握学习重点与训练方向。随后，新加坡籍外教、“海口Yeah”海口国际人才志愿服务团代表符积虎博士作动员分享，鼓励大家大胆开口、学以致用，并现场带来30分钟首场互动展示课。课堂上，符积虎博士以政务场景实用表达为核心，带领学员开展基础口语练习、发音纠正与情景模拟互动，教学形式生动活泼、节奏紧凑高效，参训人员主动参与、积极应答，现场学习氛围浓厚，充分展现出政务窗口人员对提升涉外服务能力的热切期望。During
the opening session, project lead Jiang Huan provided a comprehensive
overview of the training objectives, curriculum structure, teaching
arrangements, and assessment methods. He systematically explained the
core components of English for foreign-related government services,
practical training approaches, and learning requirements, enabling
participants to clearly identify key learning priorities and training
directions. Subsequently, Dr. Fu Jihu, a Singaporean foreign language
instructor and representative of the Haikou Yeah International Talent
Volunteer Service Team, delivered an inspiring speech encouraging
participants to speak confidently and apply what they learned, while
also presenting the first interactive demonstration lesson lasting 30
minutes. In class, Dr. Fu focused on practical expressions for
governmental contexts, guiding trainees through basic oral exercises,
pronunciation correction, and situational simulations. The teaching
approach was engaging, dynamic, and well-paced; participants actively
participated and responded enthusiastically, creating a vibrant
learning atmosphere that vividly reflected government service staff's
strong commitment to enhancing their foreign-related service
capabilities.

This government foreign affairs English oral training program is designed for frontline staff at municipal government service centers and personnel in international service roles. The training comprises 10 specialized sessions that employ systematic, scenario-based teaching methods to cultivate an internationalized government service team proficient in English, skilled in professional duties, and adept at providing quality services. By delivering high-standard international services, the program aims to enhance Haikou's talent service brand and provide robust human resource support and service guarantees for the development of the Hainan Free Trade Port.
