Haikou, November 18 (People's Daily Online) — "It feels like having a home," said Qian Chengcheng from Ghana with a smile at the Haikou International Talent Center in Haikou City, Hainan Province, where he enjoys various services including entrepreneurship training, government service guidance, and networking opportunities.

The Haikou International Talent Home is a comprehensive professional service platform for international talents established under the leadership of the Haikou Municipal Bureau of Science, Technology, Industry and Information Technology (Haikou Foreign Experts Bureau). Founded in September 2021, it focuses on attracting and facilitating collaborations with international talents, providing policy guidance and consultation services, offering innovation and entrepreneurship support and training, assisting with government service procedures, fostering networking and exchanges, and delivering tailored services—all aimed at delivering holistic support to international professionals.

"To date, the platform has successfully recruited several foreign experts at academician level and facilitated their collaboration with multiple local enterprises in Hainan, establishing two Foreign Academician Workstations in the province," said Pi Jinyu, head of Haikou International Talent Home. "Over the past three years since its inception, the platform has actively served as a talent exchange hub, organizing more than 100 Sino-foreign talent exchange and project matching events that have involved over 5,000 participants."

To address the challenges faced by foreign talents starting businesses in Hainan, the Haikou International Talent Home has organized five sessions of the Foreign Talent Entrepreneurship Incubation Program (Live Streamer Talent Incubation Training Program), delivering 50 indoor courses and complemented by 15 outdoor practical activities. The program has incubated over 200 foreign talents and successfully assisted more than 30 foreign-funded enterprises in registering and establishing operations in Hainan. The platform has also established partnerships with multiple organizations, facilitating several international projects including an automobile trade initiative between China and Belarus.
The head of Haikou's Science, Technology and Industry Information Bureau stated that the next step will focus on enhancing the service capabilities of the Haikou International Talent Home, guiding it to deliver efficient and convenient services that not only help foreign talents fall in love with and integrate into Haikou but also assist Hainan International Free Trade Port in attracting more international talent, thereby contributing to Hainan's global development.

海口国际人才之家是海口市科工信局（海口市外国专家局）主导成立的综合性国际人才专业服务平台，该平台创建于2021年9月，致力于国际人才的引进与合作对接、人才政策宣导与咨询、创新创业指导与培训、政务服务引导与帮办、联谊交流与互动、个性化精准服务，旨在为国际人才提供全方位的支持与服务。

“截至目前，平台已成功引进多名院士级外籍人才专家，并促成其与海南多家本地企业合作，成立两家海南省外籍院士工作站。积极发挥人才交流平台作用，成立三年来开展了100多次中外人才交流和项目对接活动，参与人员超过5000人次。”海口国际人才之家负责人皮进宇说。

为解决外籍人才在琼创业的痛点问题，海口国际人才之家举办了5期外籍人才创业孵化班（主播人才孵化培训班），完成室内课程授课50次，配套户外实践活动15次，孵化外籍人才总计超200人次，并成功帮助30多家外资企业注册落地海南。平台还与多家单位形成合作关系，对接了包括中国与白俄罗斯之间的汽车贸易项目等多个国际项目。
海口市科工信局负责人表示，下一步将致力于提升海口国际人才之家的服务功能，指导海口国际人才之家通过提供高效便捷的服务，不仅让外籍人才爱上海口、融入海口，还助力海南国际自贸港引进更多外籍人才，为海南的国际化发展贡献力量。
