为服务海南自由贸易港涉外人才保障工作,做好在琼外籍人士服务,创新涉外知识科普模式,搭建中外人文交流平台,9 月 13 日下午,“锦线织安全・非遗连世界” 外籍人士金融教育暨海南黎锦文化体验活动在海口创意港顺利举办。本次活动由省政协委员联系界别群众对外友好界别工作站、海口市科技局(市外专局)、海口市外事办、海口市税务局、海口市人民对外友好协会等单位共同主办,邀请在琼就业生活的外籍专家、外籍人才参与,将金融税务政策科普与黎锦非遗沉浸式体验相结合,实现政策宣讲与文化交流双向赋能。
To support the talent support initiatives for foreign nationals within the Hainan Free Trade Port, enhance services for foreign residents in Hainan, innovate approaches to popularizing international knowledge, and establish a platform for cultural exchanges between China and other countries, the "Weaving Security with Fine Threads – Intangible Cultural Heritage Connecting the World" Foreign Nationals Financial Education and Hainan Li Brocade Cultural Experience Event was successfully held on the afternoon of September 13 at the Haikou Creative Harbor. The event was jointly organized by the Provincial CPPCC Member Contact Station for the Foreign Friendship Sector, the Haikou Municipal Science and Technology Bureau (Municipal Bureau of Foreign Experts Affairs), the Haikou Municipal Foreign Affairs Office, the Haikou Municipal Taxation Bureau, and the Haikou Municipal Association for Friendship with Foreign Countries. It invited foreign experts and professionals employed and residing in Hainan to participate, combining the popularization of financial and tax policies with an immersive Li Brocade intangible cultural heritage experience, thereby creating a mutually beneficial environment for both policy dissemination and cultural exchange.

随着海南自贸港对外开放持续深化,越来越多外国专家、外籍人才来琼工作生活。外籍群体在资金往来、纳税申报、日常消费等场景存在现实需求,但部分外籍人士对本地金融规则、个税判定标准、自贸港税收优惠政策不够熟悉,存在一定风险隐患。本次活动打破传统单向宣讲模式,把政策知识普及融入非遗文化体验之中,让外籍人才在轻松友好的氛围中学习实用政策,近距离感受海南非遗文化魅力。
As the Hainan Free Trade Port continues to deepen its opening-up to the outside world, an increasing number of foreign experts and international professionals are coming to Hainan to work and live there. These expatriates have real-world needs in areas such as fund transfers, tax filing, and daily consumption; however, some of them may not be fully familiar with local financial regulations, personal income tax assessment criteria, or the tax incentive policies of the Free Trade Port, which could pose certain risks. This event breaks away from the traditional one-way information dissemination model by integrating the dissemination of policy knowledge into hands-on experiences related to intangible cultural heritage, enabling foreign talents to learn practical policies in a relaxed and friendly atmosphere while experiencing the charm of Hainan's intangible cultural heritage up close.

活动现场配备双语讲解服务。在 “锦线织安全” 专题课堂上,授课老师结合真实案例,围绕外籍人士在琼高频金融消费场景,讲解账户使用、风险识别、反诈防骗等金融安全知识,帮助外籍嘉宾熟悉本地金融环境,提升财产风险防范意识。
The event featured a bilingual guided tour service. During the special workshop titled "Securing Your Financial Transactions," the instructor utilized real-world case studies to cover financial security topics—such as account usage, risk identification, and anti-fraud measures—focusing on the common financial consumption scenarios faced by foreign nationals in Hainan. This approach helped the international guests become familiar with the local financial landscape and enhanced their awareness of property risk prevention.

金融课堂结束后,由海口市税务局相关负责人开展外籍个人所得税政策专题宣讲。授课围绕税收居民身份判定规则、个人所得税九大税目及适用税率、2026 年 9 月 1 日起实施的外籍个人股息红利个税新规、海南自贸港高端紧缺人才 15% 税负封顶优惠四大模块展开细致解读。重点讲解以 183 天为核心的税收居民判定标准,区分居民个人与非居民个人不同纳税义务;解读最新政策要求,讲解自动享受税收优惠与主动申报两种办理途径,现场答疑外籍人才在个税申报、政策享受过程中的实际困惑,补齐外籍人才在琼工作生活政策信息短板。
Following the conclusion of the financial training session, a relevant official from the Haikou Municipal Taxation Bureau delivered a specialized briefing on foreign individual income tax policies. The presentation provided a detailed interpretation of four key modules: the rules for determining tax residency status; the nine major categories of personal income tax and their corresponding applicable tax rates; the new regulations on personal income tax for dividends and bonuses received by foreign individuals, effective September 1, 2026; and the 15% tax rate cap benefit for high-level, scarce talents working within the Hainan Free Trade Port. The session focused particularly on the tax residency determination criterion centered on the 183-day rule, clarifying the distinct tax obligations applicable to resident and non-resident individuals; it also explained the latest policy requirements and outlined two processing pathways—automatic claim of tax benefits versus proactive tax declaration—and offered on-site Q&A sessions to address the practical concerns of foreign professionals regarding personal income tax filing and policy utilization, thereby filling the information gap surrounding policies governing the work and living arrangements of foreign talent in Hainan.

政策科普环节结束后,活动转入黎锦非遗文化分享与手作体验。黎锦非遗讲师为在场外籍嘉宾带来专题分享,介绍被誉为 “中国纺织活化石” 黎锦的悠久历史、传统织造技艺,解读人形纹、大力神图腾等特色纹样背后的黎族民俗故事,展示黎锦文创产品,讲述这项古老技艺的当代活化传承之路。
Following the policy education session, the event moved on to a sharing session and hands-on crafting experience centered on the Li brocade intangible cultural heritage. The Li brocade heritage instructor delivered a thematic presentation to the foreign guests in attendance, introducing the long history and traditional weaving techniques of Li brocade – often hailed as the "living fossil of Chinese textiles" – interpreting the folk stories behind distinctive patterns such as the human-shaped motif and the Great God totem, showcasing Li brocade-based cultural and creative products, and narrating the contemporary revitalization and inheritance journey of this ancient craft.

在黎锦书签 DIY 手作体验环节,工作人员分发布料、书签胚体、装饰辅料,非遗讲师现场示范制作技巧。外籍嘉宾亲手挑选黎锦特色纹样,搭配设计、粘贴装饰,制作属于自己的黎锦文创书签。大家互相展示作品,分享创作感受,围绕黎锦文化开展热烈交流,在指尖实践中感受海南民族文化之美。
During the DIY bookmark-making workshop, staff distributed fabric materials, bookmark blanks, and decorative accessories, while an intangible cultural heritage instructor demonstrated the crafting techniques live. Foreign guests personally selected distinctive Li Brocade patterns, designed and pasted them onto the bookmarks, and created their own Li Brocade-themed cultural bookmarks. Participants showcased their works and shared their creative experiences, engaging in lively discussions about Li Brocade culture and experiencing the beauty of Hainan's ethnic traditions through hands-on practice.

活动最后,全体嘉宾手持自制黎锦书签在主题背景板前集体合影,现场氛围热烈融洽。参与活动的外籍人士表示,本次活动既有金融、税务实用政策干货,及时讲解了刚刚落地的股息红利税收新规以及自贸港人才税收红利,又可以亲手体验海南非遗,既解决了日常工作生活的政策困惑,也加深了对海南本土文化的理解。
据了解,本次活动立足自贸港外籍人才现实需求,将政务服务科普与中华优秀传统文化传播有机结合,既为在琼外籍人才送去接地气的政策服务,也搭建起中外人文交流的友好桥梁,进一步提升外籍人才对海南自贸港的认同感与归属感,助力优化海南涉外人才服务环境。
At the conclusion of the event, all distinguished guests posed for a group photo in front of the thematic backdrop, holding handmade Li Jin bookmarks; the atmosphere was lively and cordial. The foreign participants remarked that this event offered both practical, actionable insights into financial and tax policies – including timely explanations of the newly implemented tax regulations governing dividends and bonuses, as well as the tax incentives available for talent working in the Hainan Free Trade Port – and provided an opportunity to personally experience Hainan's intangible cultural heritage. This dual benefit not only addressed their policy-related concerns in daily work and life but also deepened their understanding of Hainan's local culture. It is understood that this event was tailored to the actual needs of foreign professionals working in the Hainan Free Trade Port, seamlessly integrating the dissemination of government service knowledge with the promotion of China's outstanding traditional culture. By delivering down-to-earth policy support to foreign talents in Hainan and fostering a friendly bridge for cultural exchange between China and the international community, the event further strengthened the sense of identity and belonging among these professionals toward the Hainan Free Trade Port, contributing to the optimization of the service environment for international professionals in Hainan.
