本报讯（记者 陈启杰 通讯员 黄浩）为服务海南自由贸易港涉外人才保障工作，做好在琼外籍人士服务，创新涉外知识科普模式，搭建中外人文交流平台，9月13日，“锦线织安全・非遗连世界”外籍人士金融教育暨海南黎锦文化体验活动在海口创意港顺利举办。

To support the work of safeguarding foreign talents in Hainan Free Trade Port, improve services for foreign nationals in Hainan, innovate the model of foreign-related knowledge popularization, and build a platform for cultural exchanges between China and foreign countries, the "Weave Security with Brocade Threads · Connect the World through Intangible Heritage" Financial Education & Hainan Li Brocade Cultural Experience Event for Foreign Nationals was successfully held at Haikou Creative Port on September 13.
活动由省政协委员联系界别群众对外友好界别工作站、海口市科技局（市外专局）、市外事办、市人民对外友好协会等单位共同主办，邀请在琼就业生活的外籍专家、外籍人才参与，将金融税务政策科普与黎锦非遗沉浸式体验相结合，实现政策宣讲与文化交流双向赋能。
Co-hosted by the Workstation for Members of the Hainan Provincial Committee of the Chinese People's Political Consultative Conference to Contact People from Relevant Sectors (Foreign Friendship Sector), Haikou Municipal Bureau of Science and Technology (Haikou Municipal Administration of Foreign Experts Affairs), Haikou Municipal Foreign Affairs Office, and Haikou People’s Association for Friendship with Foreign Countries, the event invited foreign experts and talents working and living in Hainan. It combined popularization of financial and tax policies with an immersive experience of Li brocade intangible cultural heritage, enabling mutual empowerment of policy briefing and cultural exchange.
活动打破传统单向宣讲模式，把政策知识普及融入非遗体验之中，让外籍人才在轻松友好的氛围中学习实用政策，近距离感受海南非遗魅力。
The event broke the traditional one-way briefing model by integrating policy dissemination into the intangible cultural heritage experience, allowing foreign talents to learn practical policies in a relaxed and friendly atmosphere and experience the charm of Hainan’s intangible cultural heritage up close.
在“锦线织安全”专题课堂上，授课老师结合真实案例，围绕外籍人士在琼高频金融消费场景，讲解账户使用、风险识别、反诈防骗等金融安全知识，帮助外籍嘉宾熟悉本地金融环境，提升财产风险防范意识。税务专业老师重点讲解以183天为核心的税收居民判定标准，区分居民个人与非居民个人不同纳税义务；解读最新政策要求，讲解自动享受税收优惠与主动申报两种办理途径，现场答疑解惑外籍人才在个税申报、政策享受过程中的实际困惑，补齐外籍人才在琼工作生活政策信息短板。
At the special session “Weave Security with Brocade Threads”, instructors shared real-life cases and explained financial safety knowledge covering account usage, risk identification, fraud prevention and other topics for high-frequency financial consumption scenarios of foreign nationals in Hainan. The session helped foreign participants get familiar with the local financial environment and raise their awareness of property risk prevention.
Professional tax lecturers focused on the tax residency criteria centered on the 183-day rule, distinguishing the different tax obligations of resident individuals and non-resident individuals. They interpreted the latest policy requirements and elaborated on two ways to access tax incentives: automatic entitlement and voluntary filing. The lecturers also answered on-site practical questions raised by foreign talents concerning individual income tax declaration and policy application, filling the gaps in their policy information for work and life in Hainan.
黎锦非遗讲师为在场外籍嘉宾带来专题分享，介绍黎锦的悠久历史、传统织造技艺，解读人形纹、大力神图腾等特色纹样背后的黎族民俗故事，展示黎锦文创产品，讲述这项古老技艺的当代活化传承之路。
The Li brocade intangible cultural heritage instructor delivered a special presentation to the foreign guests present. The instructor introduced the long history and traditional weaving techniques of Li brocade, interpreted Li folk customs and stories behind distinctive patterns such as human figures and the Giant God totem, displayed Li brocade cultural and creative products, and talked about how this ancient craft is revitalized and inherited in modern times.
外籍人士纷纷表示，本次活动既有金融、税务政策干货，又可以亲手体验海南非遗，既解决了日常工作生活中的政策困惑，也加深了对海南本土文化的理解。
Foreign participants commented that the event provided practical knowledge on finance and tax policies as well as hands-on experience of Hainan’s intangible cultural heritage. It addressed their policy-related puzzles in daily work and life and deepened their understanding of Hainan’s local culture.
本次活动既为在琼外籍人士送去接地气的政策服务，也搭建起中外人文交流的友好桥梁，进一步提升了外籍人士对海南自贸港的认同感与归属感，助力优化海南涉外人才服务环境。
This event delivered down-to-earth policy services for foreign nationals in Hainan and built a friendly bridge for people-to-people and cultural exchanges between China and foreign countries. It further enhanced foreign nationals’ sense of identity and belonging regarding the Hainan Free Trade Port and helped optimize the service environment for foreign talents in Hainan.
