To accelerate the construction of a "Island of Talent Gathering and Technological Innovation" and advance the "One Million Talents for Hainan" action plan, the WeChat public account "Free Trade Port Talents" has launched a special column titled "Jointly Building an Island of Talent Gathering: Cities and Counties in Action." This column features reports on the experiences, practices, and exemplary cases of various cities and counties in our province in areas such as policy innovation, industry-talent integration, platform development, and service optimization. It shares compelling stories of grassroots efforts to attract, cultivate, utilize, and retain talent, showcasing vivid scenes of cities and counties empowering talent, while talent in turn fuels the development of these cities and counties. We hope this column will serve as a bridge to convey the dedication and warmth of cities and counties in talent-related work, foster coordinated efforts across all levels, continuously cultivate a strong atmosphere of respecting, valuing, and nurturing talent, and enable more talents to take root in Hainan and make significant contributions to the Free Trade Port. Jan Kerekes from Slovakia, whom friends call Jay, initially planned to stay in Hainan for only one year. However, he was captivated by the local climate and the warmth of the people, and ended up staying for seven years. When he first arrived, like many foreign nationals, he felt unsure of how to navigate unfamiliar entrepreneurship policies. Later, he befriended many like-minded foreign colleagues and accessed relevant courses on entrepreneurship incubation. Gradually, he developed the idea of starting a business in Hainan, introducing Slovakia's distinctive products to the Chinese market. Today, his company has established a solid foundation, and he has become a true "new Hainan resident."

From being a migrant worker to becoming an entrepreneur, Jay's journey serves as a vivid illustration of the efforts by Longhua District in Haikou to enhance and upgrade services for foreign talents. In recent years, Longhua District has closely aligned its initiatives with the overarching goals of establishing the Free Trade Port as a core driving force and developing the "Six Cities" initiative. Addressing practical bottlenecks faced by foreign talents—such as unfamiliarity with local policies, difficulties in accessing resources, and slow cultural integration—Longhua District has consistently focused on three key dimensions: policy implementation, entrepreneurial incubation, and cultural integration. These efforts have driven the evolution of services for foreign talents from "basic support" to "end-to-end empowerment," ensuring that foreign talents can "stay in Longhua, achieve entrepreneurial success, and integrate seamlessly into the community." To facilitate this "retention," Longhua District has pioneered a coordinated service model— "municipal-level guidance + district-level implementation + platform-based support" —actively integrating into the municipal governance framework. This includes establishing additional pre-examination service points for work permits for foreign nationals, thereby significantly improving service efficiency. Additionally, the district has built an international talent service platform. Recognizing the common challenges faced by foreign talents—such as the need to make multiple trips, cumbersome procedures, and prolonged processing times—during their entrepreneurial activities within industrial parks, Longhua District established an International Talent Innovation and Entrepreneurship Base within the Longhua Digital Economy Industrial Park (Nanhai Park). This initiative includes setting up dedicated talent service liaison stations and implementing a weekly on-site service mechanism, where designated liaison officers assist foreign talents in navigating the process from policy consultation to business registration and work permit acquisition. To date, this model has facilitated the establishment of eight foreign talent enterprises within the park. Furthermore, Longhua District has actively supported the Longhua Animation Industrial Park in cultivating an international digital nomad community, assisting key enterprises in the park with the processing of work permits for foreign employees. These efforts have not only encouraged foreign talents to start their own businesses but also stimulated the dynamism of international talent pools within the district.

Effectively facilitating the integration of foreign professionals into local communities. Addressing the common concern among foreign professionals regarding unfamiliarity with policy procedures during their entrepreneurial and employment journeys, the Haikou Longhua Talent Home (Haikou International Talent Home) has conducted policy briefings and practical guidance sessions. Focusing on high-frequency practical matters—including medical insurance enrollment, work permit applications, work visa processing, professional qualification certification, and enterprise registration—the center provides comprehensive policy interpretations and actionable guidance. To date, the center has served over 500 foreign professionals and organized more than 70 foreign professionals to participate in professional qualification examinations and certification processes, thereby effectively bridging the gap between navigating "policy blind spots" and achieving seamless integration.

Foreign professionals starting businesses often face challenges such as unfamiliarity with local policies, difficulties in accessing resources, and a lack of relevant experience. The Longhua District has adopted training empowerment and targeted matchmaking initiatives as key strategies to remove obstacles for foreign professionals pursuing innovation and entrepreneurship. To this end, the district has established a dedicated incubation brand for foreign professionals. Addressing common challenges—including limited policy awareness and a shortage of cross-border operational experience—among foreign professionals venturing into the Free Trade Port, the Longhua District has leveraged the "Haikou Longhua Talent Home" (also known as the "Haikou International Talent Home") platform to host specialized entrepreneurship incubation workshops for foreign professionals for five consecutive years. These workshops focus on practical topics such as cross-border live streaming, cross-border e-commerce, and trade entrepreneurship within the Free Trade Port, featuring 50 theoretical sessions and 20 field practice sessions. The program has also innovatively integrated AI-assisted teaching to enhance instructional effectiveness. To date, the initiative has attracted over 200 foreign participants, establishing itself as a distinctive brand in entrepreneurship training for foreign professionals.

The district has streamlined channels for connecting talents with innovation and entrepreneurship opportunities. Addressing the practical challenge of limited access to investment matchmaking for foreign talent startup projects, Longhua District has expanded its resource connection channels by hosting international talent startup roadshows and international talent symposiums. Among these initiatives, the international talent startup roadshow featured 10 foreign talent startup projects and attracted over 40 participants, including foreign talent entrepreneurs and investment experts; the international talent symposium invited 20 representatives of foreign talents residing in Hainan to engage in in-depth discussions on topics such as startup support and policy implementation, addressing their specific needs on-site, thereby continuously optimizing the innovation and entrepreneurship ecosystem for foreign talents.

Foreign talents should not only be encouraged to "stay" in Hainan, but also be actively facilitated to "integrate" locally. The Longhua District has adopted a dual approach—fostering a supportive environment and promoting volunteer services—to help foreign talents develop a sense of belonging through integration. To cultivate a conducive international atmosphere, the district has addressed key challenges faced by foreign talents in their daily life and consumption in Hainan—such as payment inconveniences, limited avenues for cultural integration, and unclear career development paths—by leveraging multiple channels to advance integration initiatives. Regarding payment convenience, the out-of-region payment coverage rate in the Qilou Old Street has exceeded 80%, making payments more accessible for foreign talents. In terms of cultural integration, the district has capitalized on traditional festivals such as the Spring Festival and the Dragon Boat Festival, collaborating with "migratory talent" workstations to organize foreign talents' participation in folk activities—including Hainan opera appreciation, calligraphy experiences, and zongzi-making—allowing them to immerse themselves in the charm of traditional Chinese culture. For career development, the district has hosted graduation planning salons for foreign international students, inviting experts to provide career guidance for students from overseas universities in Hainan, help them understand the employment and entrepreneurship policies and development opportunities of the Hainan Free Trade Port, and guide outstanding foreign talents to settle and thrive in Hainan.

Encouraging foreign professionals to participate in volunteer services. Addressing challenges such as the limited deployment of foreign talent resources, inadequate participation channels, and insufficient standardized management practices, Longhua District has established a volunteer service team composed of foreign professionals. This initiative aims to facilitate the deployment of foreign talent resources to grassroots levels and guide them to engage in volunteer activities within local communities. Through organizing over ten volunteer service activities—including bilingual guided tours of the historic Qilou Old Street and community English training sessions—foreign professionals have not only leveraged their professional expertise while serving society, but also deepened their understanding of and sense of identification with Longhua. Consequently, their sense of belonging has significantly strengthened, enabling them to transition from "guests" to "family members."

Moving forward, the Longhua District of Haikou City will continue to optimize the service system for foreign talents, expand the reach of talent-related services, and diversify cultural exchange initiatives, thereby contributing Longhua's strengths to the international talent competition in the Hainan Free Trade Port following its customs closure operation.

来自斯洛伐克的Jan Kerekes,朋友们都叫他Jay。起初,他只打算在海南待一年,却被这里的气候和人们的热情留住了脚步,一待就是七年。初来乍到,他和许多外籍人士一样,面对陌生的创业政策感到无从下手。后来,他结识了许多志同道合的外籍朋友,也接触到创业孵化的相关课程,逐渐萌生了在海南创业的想法,将斯洛伐克的特色产品引入中国市场。如今,他创办的企业已步入正轨,他也成了一名真正的“新海南人”。

建好“服务站”

让外籍人才“留得住”

龙华区探索构建“市级指导+区级落实+平台承载”联动服务模式,主动融入市级工作格局,推动增设外国人来华工作许可预审服务点,有效提高服务效率。搭建国际化人才服务平台。聚焦外籍人才在园区创业过程中政策咨询、工商注册、工作许可办理等环节多头跑、流程繁琐、周期较长等“落地难”痛点,在龙华数字经济产业园(南海园)成立国际人才创新创业基地并设立人才服务联络站,实行每周驻点服务机制,安排人才服务联络员配合园区服务外籍人才,打通外籍人才从政策咨询到工商注册、工作许可办理的落地通道,累计对接服务8家外籍人才企业落地园区。推动龙华动漫产业园持续打造国际数字游民社区,协助园区重点企业做好外籍员工办理来华工作许可,助推外籍人才创办企业,激发国际化人才活力。

有效助力外籍人才落地。聚焦外籍人才在创业就业中普遍反映的政策流程不熟悉的问题,海口龙华人才之家(海口国际人才之家)开展政策宣讲与实务辅导,围绕医保参保、工作许可申请、工作签证办理、职业资格认证、企业注册等高频落地事项,提供“一揽子”解读与指引。截至目前,已累计服务外籍人才超500人次,组织70余名外籍人才参加职业资格考试和职业资格认可,有效破解了外籍人才从“政策盲区”到“落地顺畅”的衔接难题。

搭好“对接台”

让外籍人才“创得成”

外籍人才创业,常面临政策不熟、资源难接、经验不足等困难。龙华区以培训赋能和精准对接为抓手,为外籍人才创新创业扫清障碍。打造外籍人才创业孵化品牌。聚焦外籍人才在自贸港创业中的政策认知不足、跨境实操经验缺乏等难题,通过海口龙华人才之家(海口国际人才之家)平台,连续5年举办外籍人才创业孵化班,聚焦跨境直播、跨境电商、自贸港贸易创业等实操内容,开设50次理论课和20次户外实践课,创新融入AI辅助教学,提升教学实效,累计吸引200多名外籍学员参与,成为具有辨识度的外籍人才创业培训品牌。外籍人才创业孵化班授课现场。畅通人才创新创业对接渠道。聚焦外籍人才创业项目与投资对接渠道有限的实际困难,龙华区通过举办国际人才创业项目路演和国际人才座谈交流会等形式,拓宽资源对接渠道。其中,国际人才创业项目路演展示了10个外籍人才创业项目,吸引外籍人才创业者、投资专家等40余人参与;国际人才座谈交流会邀请20名在琼外籍人才代表,围绕创业扶持、政策落地等议题开展深入交流,现场回应诉求,持续优化外籍人才创新创业环境。

架好“连心桥”

让外籍人才“融得进”

外籍人才不仅要“留下来”,更要“融进来”。龙华区从氛围营造和志愿服务双向发力,帮助外籍人才在融入中找到归属感。营造良好国际化氛围。聚焦外籍人才在琼生活消费中存在的支付不便、文化融入渠道有限以及职业发展路径不清晰等难点,多渠道推进外籍人才融入工作。在支付便利方面,骑楼老街外卡支付覆盖率达八成以上,外籍人才消费支付更加便捷。在文化融入方面,依托春节、端午等传统节日,联动“候鸟”人才工作站,组织外籍人才参与琼剧欣赏、书法体验、包粽子等民俗活动,让外籍人才沉浸式感受中华传统文化魅力。在职业发展方面,举办外籍留学生毕业规划沙龙,邀请专家为海南高校留学生提供职业规划指导,帮助留学生了解自贸港就业创业政策与发展机遇,引导优秀外籍人才留琼发展。 “粽享端午·文化相融”外籍创业人才沙龙活动现场。引导人才参与志愿服务。聚焦外籍人才资源下沉不足、参与渠道不畅、管理规范不够等问题,龙华区组建外籍人才志愿服务队伍,推动外籍人才资源下沉,引导外籍人才深入基层开展志愿服务。通过组织外籍人才参与骑楼老街双语讲解、社区英语培训等10余次志愿服务活动,使外籍人才在服务社会过程中,既发挥了专业专长,也深化了对龙华的了解与认同,归属感显著增强,实现了从“客人”到“家人”的转变。
